No internet service of data sim

I have a 100gig data sim. Everything worked fine until the 23rd of May when Eskom started loadshedding. We get 0.02mbps, i phone customer care which told me that its my modem, but when i put my sim into a phone its exactly the same and just as bad. Yesterday one of the local wifi services were off and all of the sudden we get 30mbps, and then this afternoon at 15:00 we are back to no internet. so how can that be the router. Can someone please explain whats my options, how can i pay for a contract when vodacom cannot provide me with the necessary service, server or signal? This is absolutely disgusting service.
