No assistance from Vodacom (?**** Company)

My story started when I had my cellphone ****** overseas 2 months ago. I contacted Vodacom to assist and have my new sim delivered Internationally for a fee of R400, I obliged but never received the Sim! (Contacting Vodacom from another part of the world is nearly impossible btw) Now back in SA and I have been trying to re-activate my Sim since January 30. Initially waiting for the 48 hour period of Sim activation, only to phone them and find out that there's a Admin Lock on the phone and Forensics has to be contacted. (No one in the Vodacom store told me that there's a Admin lock on the phone, anyway, I digress) I once again after a few phonecalls to Vodacom Customer Care obliged and tried to get ahold of the Forensics Department. The number given ********** I phoned probably 20 times with no answer. I once again phoned Customer Care and was told again I have to phone this number even though I have tried countless times. Emailing to their escalation address: ********** also did not help as I received no response. I have been a admirable client of Vodacom for nearly 20 years with no fees ever unpaid and I don't prefer publicly shaming companies but the Service from Vodacom over the past few weeks/months has been the Worst Service.
