Most terrible experience of my LIFE

I wanted to do a Premature Cancelation (17months), I phoned the cancelation department on the 09/11/2016 they sended me a premature cancelation quotation on the quote it clearly stated that the quote is valid for 14days. so the following day 10/11/2016 I paid the full amount requested on the quote, and emailed the signed quote, proof of payment and certified copy to the emailed supp**** on the quote. I did receive a confirmation of email (so I have the proof that vodacom did receive all the documents) ever since the 10/11/2016 i have been phoning vodacom cancelation department to confirm if contract has been cancelled, I have been struggling now for a month just to get confimration that the contract is cancelled. When I phoned Vodacom again today I was informed that the contract has never been cancelled as the quote experied (which is impossible because I had 14days and I made payment within 24hours and supp**** them with all the relevant documents ) when asked so what about the money I paid? the consultant informed me that they see it as a upfront payment and will deduct my normal debit after upfront payment is used up! THIS IS UNACCEPTABBLE as this was not what I wantede! I have phoned and have been transffered more than any normal human been can take, everyone says they will get back to me but by the end of the day I need to phone back each time and then need to explain the entire situation all over again,! Im soo frustrated and mad and still have no awnsers,
