Money deducted from my account for airtime never received. Not the first time!

Not the first time I've loaded airtime, gets deducted from my account and it's never loaded. So, where exactly does the money go or into whose pocket does it go? I wonder. You can't get hold of anyone because it's all chat bots, so you can kiss your money goodbye. That's theft, guys.
