Mobile Handset Blacklisting

I've held two contracts with Vodacom - *** and ***. These contracts were in arrears and the lines suspended. While the line was suspended i purchased a Cell C sim with line number ***.

In November last year, my mobile handset was ******. Upon advise from my insurer, i had to blacklist the handset and get an ITC reference number, before they could process my claim.

My Problem:
I have been communicating with numerous call centre agents with Cell C and Vodacom. They all seemingly don't have access to the reference number. Sibusiso Dhudla from Cell C, advised the phone was blocked with Vodacom. Vodacom claims they don't have access to the reference number. I have been asked to submit outrageous documents just for an ITC reference number.

The following individuals have not been helpful:
Cell C:
1.Sibusiso Dhudla
2.Sbongile Mavuso

Vodacom:
1.Thembeka (legal dept)
2.Jarred (call centre)

I would like to get the ITC reference number of the following handset:
IMEI: ***

Tshepo Mokoena
***
[Email Removed]
