missing date 2 months in a row

This is the second month in a row that by the 17th of each month all of a sudden my 5 gig data is depleted. In the past I always carried data over. During the week all updates done on my office wifi. I only use my data after hours. This only started after the cell companies were fined by other countries for ******* actions. I want this rectified and my data back
