Misinformation and double billing

On 23/12/2014 I went into the Nelspruit Riverside Mall branch of Vodacom, to arrange an upgrade on an existing cel phone contract.
I was told, which I have since discovered was total misinformation, that I may not upgrade and pay the difference. I needed to cancel the existing contract, which would cost me R2726.96, and could then apply for a new contract for that specific phone. (Samsung Mini)
I was given the premature cancellation quote, ref number 385781, and a printed paper with banking details into which I must make the cancellation payment.
I went directly to the Internet cafe, logged on, made the payment, printed the doc, and returned to the Vodacom store, where I presented the required docs, signed all the necessary docs, and left with the new phone on the new contract.
In January 2014, I was still billed for the \cancelled "contract"
