minutes not carried over day light *******

yesterday 30june i had 535 free minutes to use. today 01 july i get an automatic new 400minutes as per my contract. my app shows me that i have 585 free minutes. the chap at vodacom says i only had 190 free to carry over. how? if yesterday i had 535 how do i only let me carry over 190. if i had minutes from may they would be used up and i should still have 400 for june. so this is cheating or *******. how many ppl do vodacom cheat out of minutes and data every month?
