Migration not effective as contractual agreed to on 1st Dec 2016

A sales person from Vodacom phoned me on the 25th of November 2016 and said that they have analysed my monthly bill and saw that I am going over my minutes and data every month which results in my bill being very high. She suggested that I do a migration to a red advantage package which will result in a lower monthly bill. A telephonic contract was set in place where all the terms and conditions was explained and agreed too. In the contract she said that the migration will be effective from the 1st of December which is not the case. As far as my knowledge about the law stretches this is a breach of contract. I've spend more that an hour on the phone yesterday using my own minutes trying to find out why the new package is not activated on my phone but nobody was able to answer me. Ive been transferred from Vodacom customer care to vodacom upgrade department to a Telkom/Vodacom upgrade department and nobody could tell me what is going on. The only answer I get is that the migration is still open.

I am getting realy fed up because these sales people are very fast to sell something but when you have problems nobody knows why.
