Migration denied

My average monthly expense on my billing is around R3000.00. I requested to migrate to a bigger package where my out of bundle rates would be less. It was denied due to my\ personal profile"which did not qualify. Requested further more details and it was said that it was due to my ITC check. I then got reports from both ITC companies which came back clean with no defaults which also costed me money to obtain"
