Migration cost R800 ridiculous

I was on a contract and my previous employer paid my account. I have changed jobs and needed to lower my package. Vodacom want to charge me R800 to communicate to have my phone cost reduced or I won't afford it. The question is do they want me to be blacklisted because of my change in life circumstances. R800 is a bit ridiculous as I am not changing service providers but merely reducing my package to something I can afford. I might consider changing my service provider on the whole. Pathetic.
