Labour charge without work being done.

On the 18 February 2015 I contacted Vodacom repairs Pretoria City for a price on a touch screen for a Samsung galaxy trend plus. This was just for the screen and the repairs would be affected by a dealer in Zeerust due to the fact that the phone is not in Pretoria. On the 19 February 2015 I went to get the screen and when I had to pay I noticed that I was charged R105 excl vat for labour. What labour? they did not even have the phone in their possession to fix it. when I asked about this I was told to contact ***. well needles to say the person on the other side of the line could not help in way. she simply stated that I must contact the branch. I contacted the manager by the name of Werner at the dealer. I asked him how can he charge for labour when the phone was not even there for repairs. He said he would find out and come back to me. Werner later contact me and stated that he cant help because I was quoted the amount and that included labour. I told him that if I had known that the price included labour of R105 ex vat I would have queried when I got the quote. at no stage when I got the quote did any one say that this included labour. I want the labour paid back!!!!!
