Is Vodacom that broke? - They cant refund me

On the 23rd of June Vodacom sent me an sms acknowledging that a ********** upgrade was carried out on my data contract. It further said that everything has been reversed and they will refund me after 14 days. It's been more than 14 working days now and I'm not hearing anything from anyone. Is that how Vodacom treats it''s customers or they've just gone broke? can somebody help me get my money back because it looks like it's not going to happen.
