Is Vodacom just struggling to keep up or slowly collapsing?

After months of issues with my business internet's lack of connection and the lack of assistance from Vodacom, it was finally resolved last week. And the next Monday morning my Speed test from Vodacom is as follows: Download 4.06 Upload 0.21 Ping 463.80 Jitter 793.56 (I am paying for 30mb/s by the way)

When we called Vodacom they informed us that there is no problem with Vodacom in our area, Bainsvlei, Bloemfontein, yet multiple different lines doesn't work. This range from my business internet, 5 separate phones and 2 rooters on different contracts... either no internet or a few seconds of connection coming through at a time!

My Question is thus: When will Vodacom be honest with customers with regards to their ability to deliver the services clients pay for EVERY MONTH. When is it BREACH of Contract, because there is NO WAY they will allow clients to get out of their contracts, even though they are unable to deliver what is paid for. This raises the most alarming question of all: Is Vodacom busy collapsing? Is this due to years of lack of maintenance like ESKOM? How long will Vodacom clients need to pay in the hope of better service SOMEDAY? In the mean time I am unable to work and do business, as this relies on the internet connection. I have to make excuses for a company like Vodacom, which is a disgrace in my opinion.
