Is the BIG DATA deals a ****?

I have signed up for a new 20 gig BIG DATA deal recently, but am only able to connect to 3G. I've phoned twice already, emailed and have been informed that LTE is activated 'on the system'. However testing in two devices has failed in an area where LTE is available (I have an existing Vodacom SIM that connects on 4G, also get 4G with a RAIN SIM). So is Vodacom selling these SIMs under a pretense of 'value for money', but hard-wiring them to deprecated and redundant 3G cellphone towers??

I was recommended to do a SIM swap, but the router (HUAWEI E5577s) still just shows 3G. A RAIN SIM performs on 4G though. I tried the SIM in my smartphone, with the same result!! Although my primary number has 4G coverage at 90 Plein Street, Cape Town.
The consultant said the next step would be to check the number ***) assigned to the SIM. Maybe there is some limitation set....
