Internet as slow as a snail

I have reported the problem before, and i was informed that Vodacom is attending to it. My internet shows strong signal but the download speed is so slow it takes seconds to open up a page. II am not able to Skype anymore. as contact is constantly lost. I want to cancel my contract , Vodacom is not giving me what i pay for!!
