International service not willing to help if get stranded

I ve tried to sort out why I can't use international data roaming while out of the country vodacom bluntly told me I would have to ride all the way back to south Africa to load international data to ride all way back to Namibia. I asked and if I get strated with out signal now it my problem show vodacom doesn't care
