Ineptness of vodacom service

I have had a insurance cover with vodacom for my phones under contract for years with no claim. Now my phone fell and screen cracked, they approve the claim but the excess charged is above R3000.00 and it applies conditions such as "betterment" on claim that is linked to a person's credit rating. All these conditions were never there before and were not explained to me on taking the cover
