Incorrect billing for a contract upgrade

On Monday the 23 September I connected to the Vodacom website to enquirer about my contract upgrade. An online consultant assisted be with upgraded, I opted for the 2x Samsung Galaxy J3 2016 Smartphone in Black on the Smart Top Up S+ costing R349 per month. The consultant confirmed this and proceeded with upgrade and advised that the hones would be delivered to the agreed address. Upon arrival a tax invoice was issued with the following invoice number K046652 on the 25 September 2017. The Invoice amounted to R1037.08, meaning that Vodacom has billed me for handsets that should have been for free. Upon logging into the My Vodacom App I noticed this big amount outstanding and immediately contacted Vodacom via the call centre. I spoke to the Lele on the 17.10.17 and she advised me to speak to the account department so that they can investigate the inquiry. On the 20.10.17 I spoke to Rosalyn in the account department and lodged by dispute of which she issued a service request reference number I- ********** ********** , I also asked her remove the debit order flag so that the disputed amount is not deducted from my account, because that would've been an even bigger issue to be refunded. Rosalyn advised me that the investigation would take 7-14 workings days. Then I got a call on 23.10.17 from Vodacom to discuss my account now showing in arrears because of this incorrect amount. I confirmed with agent that would only be making a payment of the amount that I should have been billed for, which is R358.50. I confirmed that this payment will be made on the 26.10.17 via EFT directly into Vodacom’s account. I have proof of this payment. I waited for 14 working days and then checked the My Vodacom and saw that the only amount outstanding is the R358.50, assuming that the dispute has been resolved. I received no communication from Vodacom regarding the investigation or even the "resolution" to my inquiry. Then on the 25.11.17 I went ahead and made an EFT payment of R360.00 for subscription and was contemplating to call in the account department to have my debit order flagged again but I didn't. On the Friday the 14.12.17 I noticed that I was not able to make any calls and receive or send message. I thought what the heck, I'm going to the Promenade on Saturday 09.12.17, and I might as well find out by the Vodacom Store if they could assist me. To my dismay, the agent advised me to call the account department of ********** . After calling 5 times and being disconnected 5 times I eventually got to speak to a very helpful consultant Warren, he could immediately see the problem and advised that the initially investigation was done incorrectly and has been closed. He then proceeded to log another dispute stating the problem as I mentioned above, and provided me with a service request reference number I- ********** ********** , he also advised that the investigation would take 7 days and I would be notified once the case has been allocated to someone for investigation. To date I have not received any communication at all. Warren all advised that because I made payment already and that I have lodged a dispute he would unblock my line; he advised this would take 2-5hrs to be activated. The call ended about 12:11, and I waited all day for this activation. Sunday morning, 10.12.17 I called the account department again on the ********** twice and was advised that I have been calling this number on numerous occasions and that a consultant will give me a call back during working hours. I waited and waited but nothing. On Monday 11.12.17 I called the account department again and spoke to Romani at 10h03, I had to explain the whole story again and provided her with the reference number and she advised that my line is still blocked, she then unblock again it based on the dispute that I lodged. She also mentioned that it would take 2-5hrs to be opened. I waited and waited, rebooted and still nothing. Later that day I called the call centre at 17H20 and I spoke to Sipho, he advised that my line is still blocked because of the arrears amount and that the account department has closed, I should call ********** between 08h00-17h00. On Tuesday 12.12.17 I called the accounts department again and spoke to Precious , she advised that my line is still blocked, she will have to transfer me to the solutions department, there I spoke to Tato and he advised that my dispute is now in progress and that it work take 7-14 days, I told him that my inquiry is about my line that is still blocked since the start on my inquiry on Saturday 09.12.17,and he advised to hold so that he can get somebody from the account department to assist. Robert then came to the line and advised that IT is now busy with my line and it will be unblocked within a minimum of 1 hour to a maximum of 3 hours. Believe you me the line is still blocked. I am at my wits end; I don't know what to do. I have a phone that I cannot make use of at all, for a mistake on your side. I don't think that it’s fair. This has been a really stressful couple of days trying to get my services reinstated.
