Incorrect Billing again

Dear Vodacom, why I am being hit with a double bill plus a connection fee when I was told that I would ONE bill once my SIM had been connected as a pro-rata fee. Your billing system is still confusing and makes it difficult for one to budget and plan accordingly. The same thing happened when I renewed my contract back in April 2017. It is almost as if you are penalising people for giving you business. If I look at the bill so far it states (Please can you advise):
