Impossible to communicate

I've been trying to upgrade since 14 Aug. Eventually I received an email from *** with a vague offer without any numbers or amounts, no proper quote, with the statement 'let me know if we can go ahead'. I need a quote for that and a contact number since replying to this email address seems pointless, no one responds. A hello Peter review seems the only way to get the Hello Peter Team to contacts me and If my phone doesn't ring, that's it, I get a mail from an unmanned email adress and no way to contact them! Please contact me again and give me a way to respond to your question! This is getting absurd.
