******* blacklisting of a phone

I purchased a phone from a shop in Durban, it was sealed. A year later, its blacklisted. The store owner says that its a contract phone and he closed his contracts with vodacom. How do i unblacklist the phone? The blacklisting department and the accounts department are not able to assist.
