I don't have debt

Apparently Vodacom don't provide phones to people who don't have debt. So i was told when i tried to take out a new contract for a Samsung S6. I am employed at tuks on a permanent basis. I have a Masters Degree. I have medical aid, a car, a flat, a platinum status at my bank. I have a clothing account which i chose to pay in full at the end of the month if there is any outstanding balances i made during the respective month. But because i don't have debt Vodacom won't give me a contract. A person with a Jet account far in arrears may take out the same contact, whereas I am denied. So i ask, how stupid is your policy? Or is it that since our government chooses investments as useless as etoll, but can't keep the lights on, that you have chosen to mimic this business model?
