How long can a port take???

I have now been waiting 3 weeks for a port to be completed so that I can add my wife to my contract on an added line. Does Vodacom not want the business or do they simply not care for their customers? I have now waited past multiple turn around times and have gone through many broken promises. Is there any one qualified that can help??
