Handing me over!

Vodacom handed me over to TS Legal Service's. I have set up a debit order with TS Legal Service's from November and they don't debit my account. This is coming across that I am not paying my account when I am trying to but TS Legal don't debit it! I called Vodacom to complain as it is giving me a bad ITC rating and Vodacom said there is nothing they can do. How can Vodacom hand you over to a Legal service that don't know how to set up debit orders. I am trying to pay my account but the company Vodacom handed me over to don't know what they are doing!
