Half off Contract Activated

An upgrade has been made on the 25 January 2015 to a u choose 200 package plus an extra 1GB data with a Galaxy Note 4. Notification was send that the NEW package will be active from 31 January 2015. On the 31st January a text was received that the new package was now active. When I looked at my account the full amount was added to the account and the R 200 was loaded but only 33MB data was loaded. I tried to phone 111 and held on for 54 minutes before i was cut off, i phened again and held on for 52 minutes and were cut off again. I then had to go to the branch stand in line only to be toldthat the Gig will only be loaded on the 1st February. I WANT TO KNOW WHY THE DATA WILL ONLY BE AVAILABLE ON THE 1ST IF I WAS TOLD THE PACKAGE WILL BE AVAILABLE FROM THE 31ST JAN.
