Grade 11 given a contract with no source of income

I have my Niece who is in grade 11, her cell no: *** ID no:***. She went to Thohoyandou store and she was made to sign for a contract for Huawei P30,( she was ****** to put it in correct terms as she never left the store with the phones but someone she knows I believe had an agreement with the person at vodacom as he was blacklisted and made her to sign the contract), she has no income as shes still at school and the only amount on her bank account is R2500 or less just for her to buy food and transport to school, BUT my question is why was she given a phone if there is no way she can afford it, what did vodacom check that ensures them that she will be able to afford it? as far as I know a payslip is required for you guys to check that this person indeed can afford.

please clarify to me on what grounds she was given a contract
