Getting billed for an unactivated SIM and tablet, NOT in my possession

I was contacted last year with an offer of a 3G tablet and SIM, which I accepted. Tablet arrived but SIM was never activated. After numerous attempts to get it activated, still no joy. I returned the SIM and tablet and it was received by Vodacom. To date, I am still be billed for the contract even though I am not in possession of SIM nor tablet. Where are your controls, Vodacom? Is someone in the Reurns dept using the tablet on my dime, or did you just forget to register that the contract was cancelled and that you are in possession of said items?
