Fibre service providers

Our complex made a contract with Apexeon for the fibre cable installation and we were supposed to have a number of service provider options. However Vodacom came in somewhere along the line and now we do not have any options except vodacom and the fibre installation is connected to an Air fibre installation with lots of computerized machinery with battery backups. This is not what we were told was going to happen. I now ask has any other complex got the same problems and is there a way to solve it as it has now been suggested that we get another fibre supplier to upend the whole complex again.
