Faulty Samsung S6

I had a Vodacom Samsung S6 for just over 3 weeks when whilst charging the cell phone the screen went dead. Pressing the cell start button did not help at all.
On taking the phone to the Vodacom repairs centre I was told they could not give me a new phone because the phone was older than a week.
The Repairs Centre(Cynthia) told me after a week that it would take another week to assess and then it might be repaired.
I think this is totally unacceptable as the phone was only 3 weeks old and as the cell went dead whilst charging it, it is a defect of the phone itself. In the mean time I have to pay for this phone whilst having no use of the phone.
The Consumer Protection Act states that a product should be usable and durable for a reasonable period of time. Three weeks is not a reasonable period of time.
I spoke to Cynthia at the repair centre and according to her I must wait. Gailen of customer care could only help me if I had a problem with a sim(?), as they are not a proper customer care department and she could also only direct me to the repair centre.
Having had the phone for only 3 weeks I think I am entitled to a new phone. Vodacom job card ***3.
