faulty Samsung Note 4 from Vodacom

I bought the Samsung Note 4 in March 2015 on contract. since 2015 the phone has had to be fixed 6 times because of dysfunctional hardware components (PCB etc). I have more than two times requested Vodacom to replace the phone with a new phone that is functional. Instead the specialists from Vodacom have always indicated that the phone is functional and that i should come and collect it for use. I have lost confidence in this phone which has inconvenienced me physically and emotionally while I continue to meet my financial obligations. Since 22 November 2016 after i wrote a second formal complaint (first one was written on 05 November 2015) about this matter, Vodacom has not responded officially to my complaint instead they keep saying the phone has been fixed just as they have been saying since 2015. This horrible service from Vodacom, who continue take my installments while they offer no meaningful service to me as a customer, and their failure to correct this wrong proves to me that they don't prioritise their own values; speed (its been more than a year without Vodacom solving my problem) simplicity (in communicating my griviences no one has committed to address my matter consistently), trust (position of Vodacom that the phone is functional has been proven wrong more than six times yet Vodacom continues to say the phone is functional).

On 30 January 2017, I received a response via the email from Vodacom consultants stating that "Regrettably we cannot replace your TABLET if we cannot replicate the fault. I requested the store to test it and confirmed they did not pick up any problems, please collect and test it"
On the 1st of February 2017, I went to Vodacom repairs at Eastgate to collect my phone. When I was at my place I discovered that the phone could not switch on. The following day (02/02/2017) I went back to Vodacom repairs at Eastgate. The lady from Vodacom repairs at Eastgate changed my battery with the Vodacom's to assess whether the battery was the reason for the phone not to switch on. She did this and confirmed with the Vodacom technician that battery was not the reason for the phone not to switch on.
Here I am as a customer refused a new functional phone and given a phone by Vodacom that cannot even switch on yet Vodacom engineers considers the phone not faulty. Whose report matters here, Vodacom's or the customers? Vodacom continues to neglect the facts before them about the faultiness of the phone yet I continue to be billed (just received the statement yesterday) for poor services? when will Vodacom prioritize service to me? when will Vodacom stop robbing me of my money? When will I matter? what am I billed for when Vodacom refuses to replace my phone while it fails to fix it?
