False advertising

So Vodacom advertise stuff they dont have and when u apply for it and get approved they make u wait for it and then try to convince you u to take something different with much lower specs and then they suddenly telk you that it is Discontinued? I know a few people who app**** and was approved that never got it. So if the product is not available why advertise it? This is called false advertising?!
