Environmental risk with tar dumped at residence

Good day

During the recent fiber installation, the tar road was cut open for the installation. After backfilling the road, the excess tar was just dumped on my yard. As a result this tar have hardened and ****ed all the grass in that area. I have asked several of the service providers whom worked in the area for assistance in removing the excess waste tar, however nobody came back to me. Can you please follow this up and assist.
