Email receiving and sending

I have a problem with receiving mail. The first time I contact them was 25 May 2021. They couldn't resolve the problem to receive or send mail from any Mail program (Outlook or Windows life mail). They said there was a fault with the program on the computer self. I went to an IT specialist to look at the computer. He said nothing was wrong with the program. The only answer they could gave me was that I must go on the web itself to get the mails. I don't believe there is not one mail program that I can't use for this problem. I really hope you can assist me with this problem.
