Double billing, old device and upgraded

So apparently when you now upgrade your phone, you will still be charged for the old device and new device that has been delivered. According to your online agent this has always been the case yet in my 10 years of being with vodacom this is the first time I hear and see this. Very disappointed and will be looking at other providers when the time comes.
