Don`t call me I don`t want any more contracts

Why does Vodacom have a policy of harassing customers with phone calls trying to sell them additional contracts?

On 20.06.2016 at approximately 17.45 I received a call from a consultant that assured me that he was not selling me anything just letting me know that I have been paying R149.00 for a gig of data and will now be paying R119.00 for 2 gigs. I watched the sun go down and my dog beg to be walked for the next 15 minutes of my life while he droned on about a Wi-Fi ****le and avoided my simple question of “ Is this an additional contract or is or is it replacing my one of my contracts? “ After I accepted that they would be delivering a “ Free” Wi-Fi ****le that is not another contract I then get told that my account will be debited at a pro rata rate. I am pretty sure I made it clear that I did not want any additional contract and was told it was definitely free and not an additional contract- if it is for free what are the planning to debit my account for ?

This is by no means the only call I received from Vodacom they are constantly trying to sell me more contracts and more phones. I DO NOT WANT ANYMORE CONTRACTS! Stop calling me if I want something I will call you.
