Delay with repairs and refund

I bought a Samsung Galaxy Grand Neo phone at Centurion Makro on 21 March 2015. The phone had a problem of not being able to send sms notifications so I decided to take it back to Makro on 13 April. They then advised me to take it to Vodacom as it might delay if they take it in so I took it to Vodaworld on the 20th of April.
It has been in for repairs and I was told that the ARC was the one delaying to process the OBF until I got contacted by Thato who pushed for me to get a new device yesterday 9 May. I tested the new device but the same problem persisted, so I told Thato who asked me if I would want a refund to get something else so I opted to get a refund.
I went in for a refund on 10 May and I was told finance has to approve this first which is another process and its gonna take a couple of days.
I'm ****ed off right now as it's been 21 days I've taken the phone in and still waiting and now for a refund.
I sent an email to Customer care but still no response.
This is the first time I buy anything from Vodacom and I'm very disappointed.
My job numbers are ***7 and ***6 and the escalation reference numbers are EC-0W6W-2QSUIE and E-0W64-22AIEV
