Dedit order dates that was supposed to be changed

I would like to know who is going to pay for my bank changes when I requested for my debit order date to be changed on the 3rd July? I even got feedback from Vodacom on that same day saying that my debit order date would be changed to the end of the month yet this month they took on the 27th of August. So someone needs to get back to me regarding this matter as well as pay for the bank charges.
