Data went over the limit and it was not cut off... MASSSIVE charges

we recently had data that we accidentally went over. it was updates on Icloud that we did not know what happening. we have a 650MB limit on all our accounts for just such cases, incase something accidently updates etc. so the bill came to around R5000 over 2 months which is a MASSIVE amount. at the same time i did not get statement from Vodacom on this phone line otherwise i would have picked it up on the first month and stopped it.

vodacom said that they would graciously refund R2000.When i qured it, they said the limit is a guidleine and doesnt always work. i dont think this is fair. i have been with them for around 20 years. the fact that the limit didnt kick in (and i know plenty of people who say the limit does work) and the fact that i did not get a statement for me to check as well. this is not fair treatment. and also they did not refund the amount to my bank account where they have already taken it off, they credited the phone account :(

Vodacom, please, this is really shoddy service. i have had this looked at already with unstatifactory results. i need this to be escalated to management.
