Data usage enquiry

Recently, I was informed that I have been billed for R26 000 for data usage for the month of August for 2 numbers. When I phoned customer care at Vodacom, I was informed that I would be charged R23 for them to send me an itemised bill to show me what data was used. i was sent 1 itemised bill for one of the numbers in question - it showed when the data was apparently used, but it didn't show me the duration of the downloads, except for one entry, which claimed that i dowloaded a total of R4 500 in a matter of 9,5 minutes. This is an impossible feat on the network and via my cell phone - especially considering I was travelling locally on the KZN south coast. i have lodged an enquiry into this matter, and enquired when it will be sorted out - i was told it could take up to 2 to 3 weeks, but if I didn't settle my bill immediately, my numbers would-be cut off and I would be black-listed. i don't see why I should have to settle a bill that i believe is incorrect. Surely, Vodacom is required by law to divulge exactly when and by whom the data usage was used before insisting payment.
