Data service as slow as throttled BIS

Currently use their BIS service. Being throttled from 145 kbs down to 5 kbs. Posted question on Vodacom facebook page to ask if I buy data & change TCP to internet if this would speed up download speed. Having being told that this would speed up the download speed, I then bought data. The download speed using data instead of BIS has not changed at all. I have thus now paid twice for the same service & having paid twice, am still not getting the service in terms of download speed. This is highway ******* to take someone's money twice & then not change the service level.
