Data package with free wi-fi modem

I received a phone call about three weeks ago from a company (can't remember the name) representing Vodacom. I was offered a data bundle package of 2GB for R119 per month and included a free wifi-router which would be delivered to me within 3-5 working days. Shortly after the phone call, I received a sms stating \Your application of Referral Number ***2 has been declined"and the shortly thereafter another sms stating: \""A vetting application for a new line has been registered against your ***.
