Data package transfer lies

I was sold a data package over the phone telling me I can transfer the data to the top up numbers on my account. When I tried to do that today I was told that data can only be transferred from one data account to another. I now have a package the is to no use of me and I still need to buy data on the top up accounts. I was transferred to the cancellations department and was holding for 8 minutes without any assistance.
