Could not even do an emergency call while in serious health emergency

For the past four days my phone has been I've been struggling with vodacom while my work phone constantly has signal my person phone says emergency calls only with an x above my signal bar, yesterday after 3 phone calls and only being refunded a quarter of the airtime I put on my phone that expired while I couldnt even use it, vodacom eventually helped me or so I thought.... Last night in the middle of an emergency my gran was busy having serious lung issues I tried using my phone to call an ambulance and bam the signal was gone and emergency calls only showed up again.. But this was not the case as of I tried to call an emergency number it kept telling me call ended in a panic while my gran was in serious trouble I was forced to run to my next door neighbor to make a call who's also on vodacom. My question is what if my gran had passed away due to the fact that I couldn't even use my phone to do an emergency call. If anyone can help me I'd honestly like to take this further as this is honestly not okay, they sort out the problem for it to just continue happening
