Contravention of the Consumer Protection Act, Section 14

I have been with Vodacom for over 18 years. I have two contracts with Vodacom. I recently upgraded the contracts to sim only contracts. I was quoted R299 per month for the one contract, a Smart L+. My wife uses this contract and was the unfortunate victim of cellphone theft over the festive season, which left her without a phone. As she owns her own business, we thought it would be best to open a new contract, with a handset, in her own name and transfer the number to the new contract. As both our handsets had been paid off and there was no hardware cost involved, I thought it should be an easy process. I contacted the cancellations department and was sent a pre-termination quote, which is calculated at R613.16 x 21 months (the remainder of the term). Not only is the calculation not based on the R299 actual monthly contract value that I was sold, it also aims to make me pay for airtime and data that I have not yet used and will not be able to use once I've paid. i.e. I will be forced to pay for a service that I will not receive. nowhere was it stated that the R299 is a discounted or subsidised rate. In addition to this Vodacom has allowed 3rd party vendors to bill my account, without my permission, even after I have received confirmation of cancellation of said "subscriptions" which I did not activate. On more than one occasion, call centre staff have said that it has been identified as a problem and the billing would be refunded. Needless to say, I am still waiting for a refund. What I find annoying, is that I actually want to give Vodacom more money by taking out a more expensive contract, but no-one seems equipped to assist on making this happen, they're all robots on the phone, with cheat sheets and protocols, unable to make business decisions. I was standing at Voda World, Vodacom's Head Office, and was unable to talk to an actual person in cancellations. I could only talk to an agent over the phone. I'm speechless...
