Contract taken out with no sim

I took out a contract on the 25th of June 2015 at Vodacom Centurion Mall. I was told by Oscar the sales agent who processsed my contract that my sim card would be activated the next day on the 26th of June at 12:00, the latest 13:00 and that all that I would need to do is restart the phone and I would receive an sms from Vodacom with my new cellphone number. On Friday (26 June) I did as Oscar said and restarted my phone at 13:15. Nothing happened. I called the Vodacom Call Centre and was told me that from her side the sim card was activated and advised me to enquire with the store. I then called the store and spoke to Alwyn who said that my contract was one of the few that had a problem with sim card activation and that the problem should be sorted out by that evening or by Saturday lunchtime the latest. I went to the store on Saturday and spoke to the sales manager Eerwit and he said that the sim card was incorrectly activated by R Mothibe from head office and that this will be sorted out by Wednesday. It's now Wednesday and I'm sitting with a phone not registered on a network that is of no use to me for which I have already been debited.

What kind of service is that?
