Contract not cancelled and "NO"

I received an account in April 2019 for Fibre from Vodacom. I phoned the Customer Care number on 23 and 24 April 2019 locking a ticket and phoning the Fibre Customer Department explaining to them that the contract must be canceled and that the Fibre instillation and contract is with another service provider. I also emailed them the account from my current service provided. I did NOT receive a router from Vodacom. On the 2nd June 2019 I noted that VODACOM deducted money from my bank account for the rental of the router and the instillation of the fibre. I immediately contacted VODACOM with the reference number explaining to them that I phoned and send an e-mail indicating that I didn’t make use of their services and would like a refund in my Bank Account the same day as the request was done in April and not canceled as per email. I have been phoning and sending them emails every day and Vodacom hasn't stopped billing me or paid the refund back into my account. After numerous emails and phone calls regarding the refund, I did not receive any response or a phone call apologizing for the error. Today, 13 June 2019 I received a new ticket with the same number stating that the issue is closed. I phoned the customer service department again and ask them when I will receive my refund. Nobody can give a direct answer and when you ask to speak to the finance department they always have different excuses. This is now becoming very frustrating and putting me in a financial difficult position because of the money they deducted without my consent. The money left in my bank account was for fuel and food expenses for the month. I needed to take leave from work and barrow money from people to feed my family. On the 10th June 2019 I received a new statement from Vodacom for the billing that will be done for the end of June 2019. How can such a big company act ********** and deducting for billing after contract was cancelled??? The lack of customer service and response is also shockingly poor.
