Contract expired/cancelled but still billed!

Vodacom keeps billing me for an expired & cancelled contract despite NUMEROUS emails / calls and visit to CustomerCare. I get 'read receipts' on all emails and have proof that these emails were read by Vodacom but still they are taking my money! I have stopped using this service more that a year ago but can't get Vodacom to stop submitting debit orders!
Should I contact the ombudsman to assist me with this since if I do not want a service and have to request many times for Vodacom to cancel, and they do not react or action, this is against the consumers act? Surely this is now theft?

This was the mail sent in December and once again I was billed in January!!:

Good afternoon,

Despite several e-mails as well as telephonic discussions to cancel my Vodacom contract, this has once again been debited from my bank account.

Please rectify immediately and also refund the last months instalments as I AM NOT USING THIS SERVICE ANYMORE AND THE CONTRACT HAS EXPIRED LONG AGO.

Trying to call the hopeless 'cancellation' department is of no use.
