Conflicting information on sim-free blacklisting

I have been seeking out answers from Vodacom but continously receive conflicting information.

My parents business was ****** months ago and with it 16 new cellphones were taken. Majority of these models are Vodacom Smart Kicker phones. Now as a result, they were ****** before having sim cards insterted and therefore we do not have cellphone number's for these phones to blacklist.

Some Vodacom employees have advised the phone can be blacklisted, provided we have the IMEI number's which we. Was provided the following number ( ********** ) by a Vodacom store employee whom insisted the phones can be blocked without simcards. We contacted this number to receive news that it cannot be done without a sim card.

I am certain there must be a way to block a phone with the IMEI number only. Insurance refuses to pay out any claims until the phones are blacklisted! It does not make sensne to me that it CANNOT be done without a sim card. Surely many instances require blacklisting without a sim, such in the event of a *******!?

This has been dragging on for months and it is a little disheartening to not have confidence in a company and their knowlegde of processes and to also not be able to claim for ****** goods.
