CONCERNED IF ITS A ****?

Hi All

I would like to find out about the Vodacom Shake Everyday . My father in law participate in the shake everyday deals. He received an SMS saying the usual - Congrats he won the 2018 VW POLO Blah Blah Blah. - He phoned the number with his reference number and the guy said he must pay R1800.00 before he can get the vehicle because the R1800.00 is delivery (transport) fees. I phoned the same number this morning - the guy said he is only the agent and can not give me any information telephonic but can sms me the landline number for the dealer in CT. Till now I have not received any sms.

my concern is just i dont want my parents inlaw to get involved with a ****. Is this a ****? is it legit?

please advise :)
